For school leaders and school boards
Enforcing the smartphone ban, without confiscation
The decree sets the rule. Your staff have to apply it every day, in every class. Here is what research shows, and how the lockable pouch helps.
Updated
Why are school rules not enough?
A ban written into the school rules depends on every adult's vigilance, lesson after lesson. According to the OECD, in schools where phones are banned, 29 to 30% of 15-year-olds still say they use them several times a day at school (PISA 2022).
Confiscation causes daily conflicts and makes the school liable if a phone is lost or damaged.
What does a lockable pouch change?
- The same rule for everyone, with no case-by-case negotiation
- Pupils keep their phone: no confiscation, no custody to manage
- During the day, the lining cuts the network and notifications
- Exceptions stay possible: an adult unlocks the pouch for teaching or medical use
What should you plan for in the first year?
US studies observe an adjustment phase: more disciplinary incidents in the first year, which then fade (Figlio and Özek, 2025; Allcott et al., 2026). That is why we support you at launch, then again after the first weeks.
Researchers also recommend pairing the rule with digital literacy teaching (Böttger and Zierer, 2024).
What research shows
Clear results on phone use and school climate, more modest ones on grades. We would rather tell you.
61% → 13%
Share of pupils using their phone in class, according to teachers, before and after lockable pouches were adopted in US schools.
Allcott et al., NBER, 2026Less bullying
In Norway, banning smartphones in lower secondary schools was associated with less bullying, for girls and boys alike.
Abrahamsson, Journal of Human Resources, 2026Modest effect on grades
Effects on school results are small on average, and zero in some countries such as Sweden. The pouch first makes the rule enforceable.
Kessel et al., Economics of Education Review, 202058%
of education systems worldwide regulate phone use at school with a national rule in 2026.
